I know Frontier (our local ISP uses dynamic addresses. Are most businesses using a static address or is this just something you will always have to look up?

this depends on the situation.
Firstly I'll say that likely most businesses are running a static IP, though that's not always necessary.
If you're not hosting anything from your site, you might not need a static IP. Though in cases like using a remote FreePBX, having a static IP makes it much easier to white list your IP to keep yourself from being blacklisted.

Most businesses are dynamic because it is cheaper and static is almost always pointless. We are Frontier here in Dallas, too.
You can have static IPs for a business, and many due for their WAN, but if you need one, you should be questioning why. The actual need for it is pretty rare. There are good reasons for it, they just aren't all that common.
Looking up an external IP is trivial, though, with modern tools. So it isn't a big deal.

How would you know what what IP dresses were available if you weren't using a DHCP server and you were manually entering the IP address and such?

They are supplied to you by whomever you bought them from. There is no situation where there isn't someone providing them to you.

They are supplied to you by whomever you bought them from. There is no situation where there isn't someone providing them to you.
Unless he was talking about the LAN side.
In that case it is the Network Engineer who decides the scope of the LAN and chooses an appropriate sized CIDR and private IP address to use.
