Let's look at a different kind of system, a grocery store scanner. They measure the time to scan each time, so it is normally 1-3 seconds per item, but could be faster. If you measured that in 15 minute intervals, checking out one customer could register as having taken the entire week, even if it took two minutes.

Is the module meant for tracking efficiency or work day accountability? I view it as the "punch a clock" approach for reporting to HR/Accounting for paychecks.

If you think about it, imagine if you did password resets all day - if we treated it as billable, you'd be forced to only reset a password four times an hour. You'd max out at 32 password resets in a day. That's not very many, you'd have to sit around waiting to be eligible to work again after each task.

Not at all the way I'd look at it, but I get the point.
You can do a billion password resets in a 15 minute interval (and still only charge the client for those 15 minutes). If using scripts to do it.
If you want to use it as a means of I spent 3 minutes typing an email to the client asking for clarification. That's fine. I just think it is meant for more.
Maybe add a flag for "billable time" to the time tracking function.

It was my interpretation of the function. Which I've said disregard it, already if that isn't the intended purpose.
