Not enough info to know what to do. We don't know if they can replace the expensive requirements with something sensible or not.
Running on a desktop isn't viable, you aren't licensed to use a desktop as a server. Chances are the fix is to replace the manager making non-viable financial decisions.

Just because a solution is shown on the XS webpage doesn't make other solutions non-viable?

I don't disagree that other solutions may be viable, but the solutions he was looking at doesn't meet his needs. So why consider them?
Also he doesn't have a solid understanding of what he's doing, and just throwing out random items that he wants, when in fact, all he wants is a free to use, centrally managed XS backup tool.

True but he needs to start by looking at the key solutions and not start with reinventing the wheel.

Ok so another post from JeffCAdmin there a few days ago, where scott has the BA, pointing out why XS and XO is the best solution for his project, and then the post I pointed out here yesterday where he's questioning XO as a viable enough solution.
Pick a side of the coin, and stay there man...

And can't read the errors. We can all see in plain language that "no such service" or that his database is gone but he isn't reading the error messages to see what they say.
Joined the community for his community software only after his product has been neglected and doesn't work.
Hasn't updated in a year or two.
