Illegal, you are paid for your time that you are expected to be able to work, your boss keeping you busy doesn't affect the time you're "there and ready to work".

You aren't there and ready to work for your lunch break, so 1 hour. The assumption, generally is you work an 8 hour day (at a minimum) for 40 hours a week (full-time).
If you worked from 8-4 with a 1 hour lunch, that's 7 hours. But your boss can't tell you "only report what was billable hours to me (so I don't have to pay for the potential 1 hour at the end of day) where you might be closing up tickets, organizing your desk or otherwise doing work for the business."
Your boss making that statement is completely illegal.

That's illegal, reading email is work. Someone has to do it so other things can be done. Did you also have to clean up your work area in your home so you can work tomorrow? Charge for that time too.

so walking away from work to help my son get lunch, get him drinks, etc through out the day would equate to the same time away from my desk at work or stuck in conversations with other people.
Yes, just normal activities that yes, are different between work at home and work at the office... but at the end of the day it's overhead of life that your employer can't get away from. You are doing more work for them being at home, they should absolutely not be paying you less for doing more! We've already established that you did more valuable activies while home, so value to teh employer is not an issue. You being home is to their benefit financially, you should not be being punished for doing more!

Literally the windows command prompt and dir \server\myshare and looking at the free space.

You could have just as easily done nothing for work all day at home assuming no calls came in... so Scott's claim that you send people home to work - meh. As many things - it's completely dependent upon the situation, and that can change daily.
You are using false logic. You CAN do zero work in either case, that's a given. But being at home makes people more productive in the real world. This is fact, you can't dispute it. It's a very, very well known fact that on average quite a bit more productivity happens at home than in an office (and that's before you account for things like commute time, stress, etc.)
You can also be shot in an office dispute. But obviously we don't mention that as it isn't relevant. Making people go to an office is not to get more work out of them, period.

uh - what? He started at 8 AM, let's assume his stated lunch was from noon to 1 PM, and he closed the computer at 4 PM... that seems like 7 hours to me.

I think the issue is that he got docked an hour while working from home, but while in the office, he can dick around for that hour or more and still get paid for 8.
Not just can, but from his measurements, seems like he does (probably not intentionally.)
