Those things happen at the office or at home, they are part of your work day. When in the office you get loads and loads of time that you can't answer the phone, get to emails, etc. It's just normal day.
That's fair.
So definitely an eight hour day. There has to be some kind of soft limit, like stepping away for half of the day and not being available is one thing, but being slightly unavailable for a short period of time is just normal work day stuff.

If he was in the office - and arrived at 8 AM, took lunch noon to 1 PM, then left at 4 PM - that's only 7 hours of clock time.

Now - if the company was giving him the free extra hour of 4-5 PM because he was "in the office that day" that's a totally different thing.

OK - but you said you spend 6.5 hours working on client calls - and .5 hours reading work email... that's 7 hours... Are you saying you're only going to be paid for 6.5 hours?

Illegal, you are paid for your time that you are expected to be able to work, your boss keeping you busy doesn't affect the time you're "there and ready to work".

You aren't there and ready to work for your lunch break, so 1 hour. The assumption, generally is you work an 8 hour day (at a minimum) for 40 hours a week (full-time).
If you worked from 8-4 with a 1 hour lunch, that's 7 hours. But your boss can't tell you "only report what was billable hours to me (so I don't have to pay for the potential 1 hour at the end of day) where you might be closing up tickets, organizing your desk or otherwise doing work for the business."
Your boss making that statement is completely illegal.
