Was working for me the whole day, still is. Must have been local to you.
It's normally account based. That's how MS covers up all of their technical issues. Because of their scale, outages are common, but typically isolated to accounts or regions so it is hard to find other people having the same issues at the same time.

Yep, KVM. I was on Xen Server, which I had zero problems with. But now, it's time for a change. Going with Fedora 26.

Fedora 27 has been approved for release next week.
