"What is the business need?"
Been there a time or two. When working for a large auto maker, they had a request form for everything, very long paper trail. Everything was locked down and you had to have a specific business need for access to areas of the network.

This is the original. Opened about 25 years ago or so. Spent almost every Saturday there with friends from the late 90's through mid 00's.
