and send messages.It likely isn't a hardware issue then. Try reinstalling the graphics driver.
do you know how to do that without seeing a command prompt?
What OS version? There may be a way

I ran a remote command to restart the PC and when it finally took the command and came back up the GUI was there....

I guess I would have had them pull the power plug, if that didn't work, then I'd have pull ever cord, becuase it's likely they didn't actually pull the power cable.

I'm Glad it's working now though .I've seen this a few times and somebody commented that Explorer crashed. That is likely the issue... Next time, see what happens if you send CTRL+ALT+DEL? If that launches task manager, then you can file -> Run -> cmd and reboot from the command prompt.

I find hibernate is less problem causing than sleep. Sleep causes all sorts of random network issues. Especially, when you wake it on another network.

It's never been an issue for me. I use it often.
I use hibernate for two desktops at home. I hibernate them all the time and wake them remotely (LAN or WAN), then hibernate them again when done.
