When they are talking about hardware offloading do they mean to the NIC or to an independent machine?

When they are talking about hardware offloading do they mean to the NIC or to an independent machine?
I haven't ready that far into it yet, but I'd assume the NIC. You know what they say about assuming tho. Using an ASIC can be a huge performance boost as well.

Microsoft Hotfix KB4093112 causes issues with Pen devices, including Wacom devices.
To correct the issue determine if the hotfix was installed
get-hotfix -computername <name>
If it is, apply the patch described to address pens, scrolling and moving the window rather than "drawing". -
