Could that be the reason you only have water for a few minutes a day?

No but it exposed an electrical problem. The issue was a broken toilet that flowed at full speed till the water ran out.

I feel like I need to sponsor a child in Italy to give them clean drinking water.

They don't trick tap water in Europe, it's a cultural thing. All bottled regardless of how clean it is, or if it is running.

I agree with that. I have European friends who don't like ice when in the USA because they don't like the taste of our water. And they definitely avoid tap water like the plague.

In Noto where I live, water only runs two hours a day.
