      The cost to create or destroy an instance should be so tiny, shouldn't involve a person at all, most likely it's the running out of resources due to popularity.

      Requires IOPS and system provisioning to handle maximum loads. There is a bit of CPU consumer as well. That's why the spin up isn't instantaneous, it's actively doing things for thirty seconds or so.

      Very light system. You won't need much. And since it is only configuration even if it slows down, you won't care.
