The last I heard was that the Meraki MDM was free for up to 100 devices or so... Is that still the case?

Just remember that iOS by it's nature, limits what you can do as an admin. So certain things will be impossible.
Have you tried the Cisco MDM? It's free, using it for a few devices at the moment.

Will the devices travel or live at the office? If they should never leave the site, setup geo fencing.
Lock down installing apps, changing settings, various things.
Setup a list of apps to auto install, enrol in Apple's enterprise app management so you can do it nicely.
There is a warning if jail broken or other things happen.
You can enforce passcodes
Disable Siri, disab camera, allow gaming, fair few settings.Depends what you want. It's fairly decent.

As an update to this I've been quoted at $8 per device per year. Looking at multiple products. One thing I haven't seen is removing the app store password requirement on pushed apps only. Is this a thing with any MDM service?

They are all over the place at every remote site (33 in total).

I have a Mac Server and use the profile manager from Apple. It works well for me.

I would love to take you up on your offer. Meraki's quote was extremely high. There is no way my executive director will bite. Even with a sale they are currently running.

We use a combination of Apple Configurator with Meraki MDM.
We have complete control over the devices once they are locked down. There are flaws, but that is because of the way IOS manages profiles not delivered from Apple Configurator. (the Meraki MDM profile)
It provides layers of security, with the most basic layer allowing us to track the device with Apple Find my iDevice.

I'd love to use it but it's expensive. Cost is always an issue here.

Apple Configurator is free. As well is Meraki MDM (you don't need their devices)
You just need an apple system and a few extra cords.
