Real question... only nine years?
That's really bad.
Not only is it bad, its a matter of WTF was this perv thinking. . . And to the next point . . (as has been tested / is being tested in court) can a minor be charged with creating/distributing child pornography. . .
-
I didn't read the article but not only is that against child pornography laws. It also goes against any number of state and federal privacy laws, as well as digital intrusion and digital espionage (although that may only be for state actors) laws.

And specifically using a position of state mandated authority as a means of exploiting children!

Yeah, this is a disaster.
The laws are no where close to keeping up. Not really a surprise.

Finally, somebody sees it. Now the question is, are they going to do something about it? If so, will America follow suit? Probably not.

lol no
Sadly... Now if we as citizens just said screw it and stopped following this bad practice it would go away...

What is the most likely means of achieving this (since ignoring timezones isn't really possible for computers), is to do it a state at a time since we already have two that don't use DST iirc.

Write a letter to the President. Maybe he can add to his list, right under his "Build a wall" list item.
-
Why isnt ignoring TZ possible? All transactions done in UTC, no TZ data, everything would be so much simpler.

He would say something stupid like "Back in my day, there was only EST and it was better than the 24 TZ we have today."
-
Who said anything about getting rid of time zones? We're just talking about getting rid of Daylight Savings.
Time Zones functions as they should.
-
Theyre just as stupid as DST

Yeah TZs are needed. To keep time of day mostly the same around the world. Daylight savings is just pointless.
