That's what I get from this. The argument seems to be that the un-annotated law is "freely" available. But the annotated one isn't as annotations are subject to copyright. Guess which version of the law is the official one?

How many collapsing bridges will it take for someone to actually fix our infrastructure? Granted, I know that means forcing politicians to spend road funding on actual roads, which is apparently the difficult part.
