Church Setup

I'm going to be setting up a church network soon. It's a pretty advanced network with HD video going over the Lan, Data and some stuff. I put the Cisco SG300 Switches in and Pfsense when the building was first done but Didn't do much else as they wanted things left mostly default for then.
They have been given a Dell PE 2950 server that we will be using. Either ESXI or Hyper-V. Probably ESXi as I don't think any backups will be done outside of data/file backups to a NAS.
Things they want are Central Authentication, a PBX and content filtering for both Staff and Guest networks.
So I will likely be installing freepbx as a vm, they aren't sold on the idea of using SIP trunks and want to stay with copper lines. the 2950 I don't believe supports passthrough so telephony cards are out. Does anyone have recommendations on some good ATAs? What are some recommendations on Desktop phones that are cheap and good? I know grandstream will probably be the cheapest though.
Content Filtering I'm going with Nxfilter after my repeat successes with it. and it fits their needs.
The domain is where I'm not sure what to do. I could use a free linux server for authentication but, they are a church and get techsoup pricing so is there any reason I shouldn't go with a Windows 2012 DC just in case they want GPs later? I would also like NPS for their staff wifi. They have about 35-45 computers.

Look at Yealink and Snom for phones today and potentially Ubiquiti in a month or so.

are they just not wanting to buy new hardware(phones?) because good ATAs are expensive. Skip grandstream, I have had good luck with Audiocodes, but they're a PITA to configure. Are you talking about a fxs gateway type device? I wouldn't just put an ata at each phone especially if they have a buncha phones

I'm talking about an ATA for incoming lines, not to replace IP Phones. I think that is possible. They still want to use their cooper phone lines coming into the building instead of a SIP trunk.

What you want is a PSTN to SIP gateway.

An ATA is an FXS device. You need FXO to do POTS to FreePBX.
Not at a spot to search ATM, but that should get you on the right track on Google.

FXS means station, think actual phone to pick up. FXO means office, as in Central Office, which connects to an incoming POTS (Plain Old Telephone System) line.
You need something to take an incoming line and turn it into a SIP trunk for FreePBX to run against.

That's assuming that's a straight up single POTS line. If they already have a system in place, e.g. key system or ISDN PRI, then processes change. A key system is an old school method of creating a PBX without all the fun of PBX systems. Soft PBXes emulate key systems well, but have a bit of a challenge with routing and such. Using a PRI means they have a full blown PBX, and wouldn't quickly translate over to using any soft PBX out there.
What do they got, and what do they need. Churches are notoriously bad at explaining that.
