How can you get Outlook to get all of the email, not just some?

You don't. You create the PST outside of Outlook and then open the PST with Outlook.

I do this with powershell for on-site exchange.

For Office 365, I have been told that eDiscovery is the way to go.
Google found me these instructions: https://www.codetwo.com/admins-blog/how-to-export-office-365-mailboxes-to-pst-using-ediscovery/?sts=6652

This is an end user needing help with this, not an admin. We aren't email admins, only assisting end users. So our access to tooling is limited to their view.

That same link mentioned Outlook's Import / Export. But that seems very flaky.

              Skim much?

That link said that eDiscovery was the only way without using import/export.

I mentioned the command from other research, not from that link. Then read the link and saw that they said import/export, but that doesn't appear reliable.

Create a new profile, then setup email to download all again. Then close and reopen Outlook. The fact that you are admin leads me to believe that they do not have an IT company managing their emails or they want to get their emails out of the company's email property.

Seems like it is super easy to migrate off O365.

Or maybe you want to move them out of Office 365.

Import/Export is best effort. At best. Last I looked into it, the recommended way (not necessarily the MS way) was to Archive the email to PST. This appears to be the best way to move email out of a profile that I found.

Just some generic freebie IMAP based service.

We have an Office 365 account with Outlook 2016 attached and we need to archive the entirety of a mailbox to a PST file. When we do so, the PST is very large, 8GB or bigger. And it gets some stuff. But loads of emails are missing, too.

Outlook is configured to download all, not headers or anything like that. Cached Mode is on, and retention set to all. Slow link detection is off. Folders have been updated.

And yet still, we can go into a folder in the Inbox, and it still says "Click here to download more from Exchange" or whatever. If we click that, email shows up. Navigate away and back, and it is black again. Export it, and it is blank.

How can you get Outlook to get all of the email, not just some?

You can väck up the entire thing, mail, calendar, tasks, via the O365 Exchange Admin area. This is how I do it and it gets everything completely into a PST.

So caching is turned on, and the slider all all the way to "all"?

You can right-click on the mailbox, or a folder, and in properties, you can see how much data is there versus on the Exchange server.

Correct, but it sure doesn't seem to be working.

Most is there, for sure. But definitely not "all".

Is a Windows box available? Install Veeam's O365v2 backup to a repository. Free for up to 10 users and you will get everything, mailbox and SharePoint. Set it up for the customer and it doesn't give them very many options to mess up.

Yes, we are using Windows from the client's side.

Veeam's O365 can be used from the user perspective? That's super handy!

@scottalanmiller Unfortunately, there is no "User interface" apart from the admin interface, but there is not a lot to the program except for having a local repo, connecting O365, selecting the user along with a couple of other requirements and hitting start.
