Yes, in this case no one uses the computer, it's just setup for display. No one except her uses it.
        So YES.

Sounds like a post-it note on the monitor is the correct solution here

A post it doesn't scroll information on the bottom of the screen.

Correct, it doesn't scroll, but it can display static information, which is what you're describing.

Yes but she wants it to scroll several different things.

Several different post-it notes then. Sorry. Couldn't resist.

Did you miss the part where he didn't want an RSS feed because it might be to hard to update the XML file?

Yes, the end user says that is too complicated.

I'm being dead serious here, have you asked her if post-it notes would work? If she needs a reminder to tell the customer to have a good day or that toilet paper is 10% off, it seriously could be the correct solution. I have coworkers that have up to 10 post-its on the monitor, phone, etc. at any given time. We also use label makers to more permanently attach certain things like "Transfer * Ext = VM" right on the phone...

@bnrstnr, clearly we are looking for a technical solution to a procedural issue.

People are likely making their desks look like a child's play area, and the manager wants to stop it.

@dustinb3403 But it's his boss, and it's only for her... If she can't edit a txt/xml file, she likely wont be able to do anything else technical.

Which is why she needs to delegate the tasks, rather than attempting to manage it herself. As clearly she can't do this. She manages people, not technology.
