From what I can tell, those are weep holes, they are suppose to be there so they can drain water that manages to get inside.
That said,... why is there water THAT MUCH water in
Well, I see it was raining at the time the video was taken, so likely a heavy rain, and a leak in the structure above
I would have it checked - of course....

That's a long wait. No train for that long? European train stations tend to have great food. Which station are you in?

Rode bikes with the kids to a park. They are playing for now.
They leave Tuesday for Japan and do not come home until July 25.

just back from one of two ball games for the kids today.... I can only manage to sit through one... nad maybe better since the lens in my glasses crazed... ugh - it's bad enough that I'm seeing double with haze... so time to look at a new pair of glasses...
