@Dashrender I think you're making things a lot more difficult than they really are. Think a single server box with 2000 cores available to use. Still a single hypervisor to run all those cores. SGI was doing things at that scale back in the 1990s, hopefully we don't need an entire CPU core just to manage things anymore tho!

But I did infer (probably wrongly) that a single ARM would be single core, and now you're talking about 16x the overhead for 16 versions of XS running to support all of those processors.
Even the ARMs in cell phones are typically quad core if not octocore. My NVidia Shield TV unit is octocore, for example. Twice the cores of my Intel i7 laptop.
