            Is there a problem? Just because the numbers are low doesn't mean there is a problem.

              No no problem, just setting up Zabbix to pull IOPS from my systems so I have the information.

                That's actually about what I'd expect for a DC. They really don't need to touch the drives much.

                  No reason for a DC to be hitting the disk.

                      You could run even a GUI DC of Windows Server on a 2GB of Ram box with low processor resources and it will be fine as a DC.

                        Yes. AD DC is a simple application that is quite tiny and just loads into memory. The database that it accesses is absolutely minuscule and should cache into memory on first read. Unless people are making changes to their accounts, it should do no disk activity except for normal logging. There isn't any activity that should send the DC to the disk with any regularity.
