Last place I worked, there was PTO but only after a year. So there was no holiday pay until a year and it seemed they tried to find something you did to violate something so they could put you on "probation" to reset the clock. Glad I got out of there.
That's called... illegal. Accrued time is accrued time. It can't be taken away.

Even the retail companies I've worked for never did crap like that. Every employee received PTO, a minimum of 2 weeks of whatever the average number of hours you work in a week (not sure where that average came from when you've been there less than a year).

Sounds like you just need a new employer. But, the flexibility for your classes might not exist, so perhaps you're stuck. It sounds like they are paying you a good wage though, at least you seem to think it's good.
As for your condition where you refuse to allow you to work 40 hours (30 is actually considered full time in many states and assuming they provide benefits like paid vacation time and health insurance, you would be entitled to that - personally I'd visit your city's business affairs office (or whatever it's called) and ask what the city/state requirements for employers is. And if you want to push it... inform the state and watch how things change. though the company sounds so horrible, it's just as likely that they will reduce your hours further to get you under the requirements. But your sacrifice would be good for the other employees.
Out of curiosity what states have a 30 hour work week?
Oh, it's not about having a 30 hour work week, it's simply a definition of what qualifies as full time to get full benefits. If you work 30+ hours in a week, in Nebraska you are considered full time, and as such you must get all the same benefits as someone working 40 hrs/wk. The idea, I think, is to prevent employers from hiring someone, only allowing them to work say 32 hours a week and then not having to give them full time employee benefits.
Ah, okay. NY might be like that. But 32 hours is what sticks in my head.
32 hours is the threshold for benefits and insurance as a full time worker in NY. Which is why a lot of companies, around here, manage hours to prevent people from being able to work more then 30 hours a week.

I was disputing a measly $100 to the insurance company. The response "Well I see we've paid for quite a few bills over the last 4 months totally around $800, so you have that to be thankful for right?"
My reponse: "I paid you $840 in the last 3 months so you should be footing the bill when I get horribly sick. I pay a co-pay on top as well!"
Her response: "Oh, actually I do see you have gold coverage..."
The dispute? They only cover you if you get diagnosed. If you have abdominal pain and the doc say "I don't know... I can't diagnose you if I don't know. I can refer you though..." Which means you have to pay full, out of pocket for that visit with this major insurance company if you don't get diagnosed. I said that was BS, the insurance company agreed, but wouldn't help.

Haha if people thought that the housing market is what bled the economy with foreclosures, it is nothing compared to pharmaceuticals and expensive health care that has staff stretched too thin with mediocre coverage. I got pneumonia in the winter and my 2 inhalers were $320... with insurance! I went with the company that had the best insurance available to me.
This has been a bad year for getting sick. This entire region has been hit with this weird mix of things. It has started out as influenza, which lowers your bodies ability to fight off other things, then a bacterial infection starting in your sinus' because your body can't fight it off. Then at night a post-nasal drip sends it down into your throat and lungs, which turns into an upper respiratory infection. 3 doctors refused to give me any kind of antibiotic because tests came back negative, until they said they tested for the wrong thing about 2 months into it. TWO MONTHS! Then I got inhalers because "antibiotics would be useless at this point". Afterward I tested positive for all sorts of things as well as dozens of other people that week I guess, once they got the right tests administered. Don't get any medicine? Yeah that crap in your lungs eventually turns into pneumonia. Oh, did I mention the cough is so bad you might end up cracking two ribs? That happened as well. I didn't realize how common it is until after the x-rays.
Yeah... top notch health care even if you are paying a fortune. /sarcasm

I never had PTO until my current job even as full time. No unpaid time off either at the full time ones. part time of course had unpaid time off

Ah, sorry. I'm saying that I'm not fully in support of a law that puts a number like 32 hours and makes people above it get benefits and people below it "not matter." All it does is create a handy system for making the poor even poorer.
Oh, you can't pay your bills because you only can get 31 hours a week from a single job because no one wants to call you full time? Ha. Now we will rub salt in the wound by not providing you with all of the benefits that full time people get.
They are getting double punished.

When they make laws like that, a lot of people get their hours cut to be below that amount.
If they weren't paying it to them before, why would they suddenly feel the need to now? That said, many jobs aren't meant to be full time jobs. Do you really consider McDonalds for anything other than the manger to be a full time job? Of course lack of jobs has turned those types of jobs into full time jobs... but that's another story.
