Users should not see things they do not have access to

If I delete a post, I will then have access to more tools for the post int he menu, but I do not have the power to actually perform that action.
I should either be able to perform the action, or I should not see the option. In this case the action I clicked was "Purge"

I realize you don't want users to purge. just saying I shouldn't see it then.
