Your boss is insane.
No, just trying to pressure the customers into spending a lot when nearly free fixes are under their noses. He doesn't want to give up any bargaining chips, even if it wastes money, violates PCI, or puts the customer at risk.
It's best for our business as well as there's (these are all things I've already been told)

The issue isn't actually with the server - according to my boss I over looked that the other Terms were still actively communicating with the back office.
The issue lies with their Term 1.Did you, at some point, feel it was server related? I didn't get that from anything you had said.
And it's more than one term, right? I thought it was two currently and more historically.

The Server was the main culprit to me at first.
But it turns out I was wrong.
Its because of the term 1 - and soley because of term 1 . -

according to my boss "it's not worth the risk"
Here is the problem. The Windows 10 risk is lower than anything else. Is he right that it has risks? Yes. But by that logical, you can't do any work because all other options carry even higher risk. So by his own decision, it's the only thing you should be doing.

since he decides everything for my department - Unless I take this over his head and go to my new GM then What he says goes - and she'll ask what he has to say about it.
No one is arguing that you have the power to do anything here. We are just pointing out just how unacceptably unethical your company is and why none of this is a technical question but purely a political one within your organization.
Is there a fix? Yes, we believe so. Are you allowed to do it? No, purely because it would help the customer avoid being extorted for more money. That's not something that you or we can fix, but it is something we can expose to you so that you are aware of what is going on.

We dont use Clients as "demos or tests" and we don't have a demo to try upgrading to Windows 10 - I would have to do that on my own - which would be pointless because I already know how to upgrade the PC to windows 10,I've done it in the past with personal/friends personal devices.
How does he propose you do anything here that doesn't fall under that description?
You could reword this to say "we don't provide support". Basically, if you've not tested the same thing in house, you don't provide support. Since you don't have this happening in house, there is no way to deal with the problem.

That's not how Its being presented to me and I know that the upgrades 9/10 go smoothly. the only issue he can think of is losing data, and it not being configured to work with aloha.
and EoL? Dude we still have sites that Refuse to upgrade with windows xp - Literally had a conversation with someone last week that was still running xp back office - it went "You know you need to upgrade.. right?" and he said "Im not ready to make that investment" - I stopped and looked at him and said " are you serious? you've had this for 15 years. it has maybe 2 years left maybe not to mention you aren't getting support on this. IDK what you're thinking but this is costing you more money then it's worth"
to which he said " So be it, Im not ready for that investment. Fix this so i can go to dinner with my family, Im starving. and I'll be talking to your boss."Yeah you got involved when you shouldn't have, we've already discussed this. It's not your cat to skin, just jump when your told to jump and don't do anything else.

This isn't PoS support that you are doing now.

so it basically comes down to - Its a business decision that eliminates any issues with an upgrade we aren't sure about -
If this wasn't the PoS industry I'm sure it would be different, but since PoS is only a Section of Business and not a dedicated "IT FIELD" We do things to meet the standard of Point of SaleIf that were true, wouldn't PCI compliance be of more importance, rather than less? IT in general has no concern for being within the support window, but POS systems require it contractually. So because it is POS, you have an incredibly strong need for Windows 10 that the rest of us don't have.
I've made this point as well, The same thing holds.
He's not budging on the fact they will need to by a New server from us - because we dont do upgrades.Right, because it's part of their bargaining power. They simply don't do support that makes sense for the customer. Which is their right to do. But he needs to be honest about the logic. The ONLY reason anyone would do that is to make it unreasonable for the customer to get quality support on the existing system and be stuck paying more because they can withhold needed support until they pay up.

we only test/demo issues when we have to . According to him , we dont have to do this becasue it'll be easier and better for everyone for them to by a new server.

It's best for you business. There is no "as well". It's doing bad by the customer so that you can make more money. That's legal, as long as its honest. If you were to repeat what he told you to the customer, then it would be illegal because that's false information. But if you just honestly tell them that you don't support that so that you can make more money, then it is completely legal to do.
But it's not good for the customer in any way. It's treating them like crap to make a quick buck.

Until you work somewhere where the rules are "do a good job for the customer", you need to keep that mindset.

by a new server.
That's just it, your boss wants to force customers to pay way more money every few years or whatever length of time, rather than the cheaper, just upgrade whenever upgrades are freely available. Your business would get to charge for those hours upgrading.
So what your boss is actually saying is he likes making less money over the longer term, than maintaining a continual flow of revenue by upgrading customers.
Of which you could of course take backups of everything any client has at the block level and restore in-full the environment if something went sideways.

well according to you we dont provide support.
And also according to you and your boss. This isn't something I made up, it's something I read you saying. He demanded you not provide rational, affordable, working support... period. It's that simple.
Don't pull the "according to me" thing. He told you flat out to not provide obvious support because that's not something you do.
-
Here is an easy mental test... imagine that the customer was reading this thread. Would they feel that they were getting protected or screwed by your boss telling you to not properly update and support their existing systems. Telling you to avoid the expected fix that is free. And finding out that their systems were a decade out of updates not because they didn't pay for them already, but because their IT team that they pay to support them intentionally held back the updates so that they could charge more later!
If I were a customer and paid for IT support and found out what the boss was saying, I'd have my lawyer contacting them because this actually crosses some legal boundaries. Intentional PCI violations, professional negligence, and falsification of information, and almost certain contractual violation.

This was what I was going to say.
Why put yourself at risk of losing your income because you want to help the customer the job is to make as much possible money as you can by doing the most convoluted and lengthy things possible and charge the customer for every minute of the bad for the customer decision.

Can't we just get past the fact things there are the way they are, he has no power over any of it, and isn't able to expose any of it for fear of prematurely losing his job? I mean, what is there left to discuss of this?
