I'm feeling kind of let down with this video. Would be interesting to know what the actual changes did. Like what was the change that happened that allowed transfers of data?

Absolutely it is. And it is constantly in the news every day now as access to 5G equipment and markets is the core of the US-China trade war going on. We have the users, they have the 5G technology.

No real 5G available in the US. Bolivia has access to stuff that we do not. They had to allow 3G and 4G to be called 5G in the US to hide that no 5G equipment is available here. We support WISPs and they are 100% blocked from buying any that works right now. It's terrible. The US is rapidly turning into a wireless backwater as we fall farther and farther behind.
