Could, but very unlikely. There is no money to made by Spectrum for slowing down their users. They'd have to charge Twitch or whatever service he is using to speed up their connection.

Doubtful, the network setup could but the CPU shouldn't affect his upload performance. Not in any drastic way short of the freezing that you've already mentioned.

Spectrum is still being kicked out of NY, last that I knew. I should check to see if that is still going on.
Compared to the fiber service I have Spectrum blows.

Overpriced bundled services, that are built on old tech that are being propped up by subsidies and ancient contracts that hinder competition.

This could still be a CPU issue. Streaming does take a surprising amount of CPU power. Not convinced it is but it could definitely be.
Have you run a speedtest from that machine?

Exactly.. That's what I think. I guess I should suck it up and just buy a new one.. .. I have just been trying to hope its not.. Is the 2700x worth the extra $100 when the 1700x he has now is $190?. The board is a x370, and from what I seen, should not be an issues.. Ill also check the QVL to check make sure its an approved CPU

Yup, that's what I figured, also spectrum could be throttling the stream.. Nothing really serious going on at the time, but yea, shared with bunch of others in the area. Any chance the CPU could interfere with it?
If the OBS is having to work the CPU hard enough when streaming the video and the CPU has issues... that could be the cause of the choppiness.

Frick yea.. When was Oceanic Cable it was much better service/pricing/etc. Now they suck.. My old Oceanic Cable (Time Warner) plan is better than anything they have now.. They said if I switch to a "Spectrum Plan" I would have to pay $15 more a month..

Thats what I thought, but was just checking. Our only other option here is Hawaiian Tel (Owned by Cincinnati Bell). I would use them, as they have similar fiber services, but I live in an Apt, and don't service it by fiber..

Yup, and its good.. 200+ down usually, and about 18-20 up
I have a Netgear Nighthawk Router in modem mode, which I will be replacing as I think it might be getting a little old, connected to my Unifi USG. It doesn't really cause problems that I noticed, but does have to be reset every so often.

So the question needs to be picked apart.
Is the UPLOAD (actual upload slow) and the service is stating "your connection sucks and won't work for streaming" or is the preview choppy and the system super sluggish while attempting to stream?

The system is still usually running fine when playing/streaming. No difference, just the occasional lock up, prob due to damaged CPU
When running OBS, it seems he can get max of maybe 1-2mbps before he starts loosing frames, and viewers notice the choppiness, but the stream is ugly for the viewer when they are watching.
Now when my NAS is backing up (at night), it is the full 15-20mbps with no issues (when looking at UniFi dashboard)
So in that case, if it is an ISP issue, its either being throttled (which even I doubt), or its just real busy (everyone on internet). There are alot of condos in the area, and Spectrum is the main source for internet.
The other option, CPU/Hardware issue or software setting issue, or both. I guess first thing is to replace the CPU. Hopefully I can send the old one into AMD for warranty replacement, and sell it.

This is likely a combination of issues then. CPU performance will affect the performance of his system (dropped frames and low FPS) and the quality that his viewers would have is affected by the internet upload performance.
If he's streaming during peak hours, this is likely compounding the "my viewers are seeing low quality video from me" issues.
He is recorded his gaming, and just uploaded that to youtube or whatever, the video would likely be perfectly fine. But since he's live streaming there is additional work being performed by his CPU and the bandwidth consumption is higher than normal as well.
Attempting to upload 1080P video live, takes a lot of bandwidth to ensure it looks perfect.

Thanks Dustin, pretty much what I was thinking.. Since I don't deal with this kind of stuff and am dumb in this area, needed help
He streams at 720p for the reason above.
CPU still gotta do a lot of work (data for game, obs, face cam, and everything else), and if its flaky, could be sending wrong info or whatever or struggling to keep up.
I guess i'll order the 2700x since it states its compatible with the board. Sorry for being so dumb on this stuff..lol

Whats your thoughts on waiting for 3700x (provided it doesn't completely die by then).
I heard supposed to be out soon, just haven't seen any kind of dates yet.. Looks like the 3700x will be double the core count from what I saw, and will run on AM4, and hopefully x370 chipset.

Get what you need today. If you wait for the next thing, you'll never stop waiting.
There are some subtle differences in architecture in the current generation of Ryzen CPU that means the current higher core count CPU could actually be slower because of how they access memory. The 2700x would be the sweet spot in the current Ryzen's for what your boy is doing.

I will go ahead and pick up the 2700x.. Wish they had CPU only, as I don't need the cooler as I just got a new one last month, but I don't see one anywhere like how the 1700x was.

You should test the CPU/memory/MB system before doing anything. Search for
memtest86
.
