Democracy was seen as a very bad idea from the time of Athens until quite recently in American history. The founding fathers were very much with Socrates. The modern drive that democracy is a good thing is actually the anti-thesis of the American foundations.

Technically no. It's that the average person has not contemplated government. He doesn't mention intelligence but rather effort.
