It wasn't the fact that he couldn't do the job. It is the fact that he did nothing and didn't communicate.
I would have been totally fine if he said "hey man, I can't do this right now because I have some stuff going on. Here is your money back."

Woa. First off, I'm not going to spend time arguing about this on the internet, but lets get the record very very straight here. Perhaps some time has gone by and you forgot what actually happened, but I've got a full chat transcript and record.
Firstly, we agreed on a full project price of $300, only half of which was paid up-front as a non-refundable deposit. This was made very clear. I began work immediately. I worked on this for several hours a day for over a week straight.
Every time I would make progress on anything, we had to revert things back because of snags in your setup with jacked up plugins or something other. I informed you that there was no way I could figure out what the issue was since I didn't complete the initial setup and it seemed like there was one thing breaking another and even after process of elimination it was no dice. I advised you that I had exhausted all my efforts and advised I was never informed of these problems with the WP setup.
You then mentioned you might try some stuff and get back to me. When I went to get back to work and check to see what you mentioned I was locked out of the system.
I gave you a deal on work that needed to be done and you told me it should all be straight forward and never mentioned once, "Oh yea we have all sorts of major issues that need solved with our system that is actually preventing us from doing this ourselves". You lost a non-refundable deposit after I had spent a lot of time working on issues that were not brought up. I don't know where you got this $400 from.
My apologies if there was any confusion in any of this, but calling someone out on the internet citing facts that are not accurate is ridiculous.
Also whomever mentioned me "having career problems". This is also entirely inaccurate. I CHOSE to leave IT and take a break from technology. I then CHOSE to work for a drone company because I felt it was a good opportunity to make a difference in the world with what we were doing, I then CHOSE to go back to IT because I actually missed it. I haven't had any "career trouble".

TLDR
Do the job or refund the money. That is how things work.

Don't forget the text messages in your attempt to leave out information. Also I'm sure this whole argument made public on an up and coming community looks great to advertisers. Way to be professional about things and going through proper channels instead of calling someone out on the internet like a teenager. I'm done arguing with you about this. I can't even argue with you. This shit isn't even remotely acceptable. I was overly patient. Like I said it wasn't that you couldn't perform the job you disappeared after getting the money.

I agreed with @DoughnutDestroy to pay him $400 to build a homepage for me. He never did the work and avoided me for a month until I finally ate the loss. I was told not to call him out, but he cost me $400 and wouldn't even respond to me. Then when he finally did, he kept making bullshit excuses.

Do not do business with who? Is this that issue that you have been mentioning for months but wouldn't tell us who it was because you wanted to see if he would fix things on his own? Is this a new issue, or the issue you were talking about a long time back that?
