Erasing an iPhone Without Passcode / iTunes Password

I have a couple of iPhones here at the office I want to pass down to other users. The problem...they have passcodes or passwords to iTunes they simply do not remember and were on older email addresses they can no longer access, so we can't reset password.
I've done extensive searches and still can't find a way to do this. I did hold down home as I plugged phone into PC and did a restore that way but it continued to ask for password for previous iTunes ID and password.
Is there anyway to bypass this?

You likely won't be able to reuse them anyway as they will be iCloud locked when reset without having the username & password. time to take a hammer to them.

Does any email provider allow this.

I would do this or go through the steps required to update the iCloud account to a new email address.
But this gets expensive (your time investment) quickly. It will likely just be cheaper to destroy and get new ones.

If you can prove they are business owned phones. You should be able to call apple care and have them help you get them reset. I recall having to take one to the apple store and let them deal with clearing if off.

You must get special privileges. Even when we had a Gov't account with Verizon neither Verizon nor Apple could do anything about it. After that IT started setting them up.

I don't know what you had on them. the iCloud perma lock is a fairly new feature.

iCloud lock has been going on since iOS 7 came out, which has been since 2013.

I did get the one with the PASSCODE to reset...but the iPhone5s still wants the original iTunes account...I'll try some of these suggestions...it isn't as pressing as it was earlier as I did get the users original problem fixed and he didn't need to get into a spare...
