What's He using?

There is only one major player in the hosted PBX arena I know of, Broadworks. They can offer this level of customization, their API is pretty slick on provisioning. I know of more than a few hosting companies using it.
Other than that, a line is a line is a line. For a small office, hosted works pretty well for the same reasons Office 365 does.

@Hubtech Looks like he's using a Mac. In fact, all Macs in the screen shots. I like that.

The use of Macs in advertising is definitely on the uptick - can't say I'm happy about that.

did some reading and it turns out this this local fella is a developer and says that this is his own code. maybe just a pretty overlay ontop of something else?

The interface might be his. The PBX is almost certainly not. Only a handful of those out there.

@scottalanmiller aye, I should have quoted instead of just replying. I meant that it was certainly just a skin of an existing PBX
