Almost. What is key here is that it is also criminal in Canada. So by both Canadian and US law, she's responsible for what is considered an international crime in both jurisdictions.

An always-on headless device hooked to the physical network at home at the router... and/or to the TV, not sure yet.

Depends. You can use USB3 if you want a local drive, you can use NFS mount if you want remote (there is GigE connections remember) or if you need very little just boot from SD.
