Consider all of the risks and categorize them.

Natural
Government/Political
Physical (Power/Physical Access/Hardware failure)
Cyber (Malware/misconfiguration/etc)

Then I would address and mitigate each one. Also consider cost of downtime and potential impact to business. That's how your going to be able to assess motivations to risks. What is overkill and what is appropriate.
