Yes but a good head hunter does not just look at that, that is trivial and easy to discover.
What type of person do you want? What is your culture? Do you need a rapid fire-fighter or do you need a longer term project bod? Two completely different skill sets in IT and although you could get someone who can do both, for your team you really want someone who is one way or the other.
AV technicians in London get placed at 5* hotels by head hunters, because you absolutely have to have the right skills, experience, personality and match what the clients (often CEOs) are wanting. And some of those roles are Β£22-26k per year, yet the AV firm still does out 10-15% of the salary to an agency to get it right first time because the cost of failure is too high.
I would not use recruiters, many of them are generically average at best, incompetent at worse. I would seriously think about head hunters though.

What's wrong with using those resources remotely so that the laptop becomes just an interface to do the work? A more reliable desktop/server with far better performance so that programming goes quicker surely is the way to go?

There are in fact areas the police are not able to patrol heavily. I grew up in Slough which now has areas where the police do not go unless they are in force and in riot gear, there are also parts of East London which are in a similar bad spot.
I was passing through Woolwich Arsenal, a massive fight had broken out....between 2 groups of angry white men....wearing different football uniforms.
Sharia law has nothing to do with it, its down to crime and vandalism, There are cases of gangs harassing women and individuals using "Sharia" as justification but they are in the minority.
Christianity also has its fair share of violent fools. Look at the Westboro baptist church.

I've done partner based support for 365, from migrations to weird support issues.
If you are a Microsoft 365 partner, you get access to something called "The Microsoft Partner Support Team"
You skip a lot of the bobbins, and just get pure MS tech support.
Microsoft know that to become a partner you have to go through the training, the certifications, ect. So they give you better access to their technicians.

You might be a registered partner with no competencies, or you might have every gold partner competency under the sun, but you are still a Microsoft partner. I've never heard the term Premium partner.

Is this going to be done during the day or during the evening when the business is not using them? That will affect the cost.

Going by the article:
Munich is using the fifth version of Limux, which is based on Kubuntu, and comes with web browser Firefox, email client Thunderbird and Libreoffice version 4.1. Also available on all workstations is Wollmux, the cityβs document template and form management solution.
So although they are funnelling funds into Wollmux and some external development, by and large they are using what is out there.

Now this is a bit blunt, but this is how the conversation plays out most of the time. The key factor to look at with a consultant is, are they offering to "supply" you the server, or are they researching and helping you choose from another supplier?
