Windows 10 - screen sleeps but only wakes with ctrl+alt+del

I have a user with a image based install of Windows 10 Pro (1 of 110). She is telling me that the following happens to her:
She locks her computer and sees the Windows 10 random wallpaper appear.
After the default timeout the display goes black (powers off).
She presses a key or wiggles the mouse - instead of the logon prompt coming on the screen, she only sees the mouse cursor.To get the logon screen, she has to press ctrl+alt+del, then she's presented the logon screen.
Anyone else heard of this?
She is the only person reporting this issue.

I would check what GPO are affecting her. Maybe the user or machine has some GPO applied that requires CAD.

She has the same GPOs as 80 other people, but I suppose there could be a profile problem.

gpresult /randgpresult /r /scope computer -
