That's kind of awesome, although I get the impression that the drone operator might have been clear to do what he was doing and the fisherman was not.

In this case, the Drone Op was in a Public area. Could have been hired by the local tourist agency for a publicity promotion.
Lucky to get it back, could have lost it with the lost of power.

Could have been hired doesn't change the law. If they are allowed to do what they were doing, doing it as an amateur gives them the most leniency. When you are paid to do the work the laws get much, much tighter.

I don't know if it still is, but a year or so ago it was illegal to offer professional drone services without a license of some type from the FAA I think it was.
I had looked into it as something we could offer/do along with some of our web design work. -
I did some searching a few weeks ago and what I saw suggested that that was still the case. But this person could have been fully licensed for all we know from the article.
