You should question the company policy and try to get it changed then. If you only have 4 calls at a time a PRI is way over kill (both in size and pricing).
We already have the PRI connection, it comes with our ISP package. What would you suggest over PRI?
A SIP Trunk. I Doubt it comes with your internet package, maybe they put the costs together so you don't see the individual. I'm sure it's in no way a freebie included with the internet.

use SIP if you can get a SIP Trunk, if you can't get a phone system that can take PRI/T1 Directly rather than use a PRI Gateway, it's not a requirement to have.

Why do you need a PRI Gateway? Look into Sangoma PRI cards (http://www.sangoma.com/telecom-interface-cards/digital-voice-and-data-boards/) they do an amazing job... the only downside is that you will need to do a physical server to host the phone system.

yes it is true, PRI gateway are quiet expensive, however if you have 4 POTS line you can buy a PSTN gateway (4 fxo ports) and plug it ethernet port to your IP PBX (3CX, Ozeki XE, Elastix...), in this stage you can make internal ip calls and external calls (in this scenario you can receive up to 4 simultaneous calls and dial up to 4 simultaneous calls )hope that will give you some glimpse

True. Although Hyper-V doesn't support it yet and Xen can be a bit of a chore. VMware would be the only viable option for this.
