Can't Clear Space in iOS

iOS 7.1 iPad 2 that is full and cannot update to iOS 8 until we clear space. Email reports 2.5 GB used by email but email is down to zero messages. Nothing in the inbox, nothing in trash, nothing in sent, etc. We have rebooted and still the usage doesn't change. Over 5K messages were removed but nothing changed.
Any thoughts?

Have you tried removing the account from the iPad completely?

Best way to deal with that is connect it to a desktop and do it via ITunes.

I gave up doing updates over the air because of the space requirements.
A couple good games and Office for iPad pretty much fill up a 16 gb model anymore.

Looks like using iTunes is going to be the answer for the update. But no idea what to do to reclaim the space used up by email

Totally delete the email accounts. All of them.

I can't imagine that I will get my father in law to blow away the email account.

Unless he has a Pop account it shouldn't matter. As soon as you reinstall it, it should all come right back.

Yup, it's a POP account. He works for a non-profit and the "IT guy" there is taken the company for a ride. He is screwing them out of money left and right but they don't care.

It's taught me to never donate. I see the whole non-profit system as massively corrupt and not in anyone's real interest.
Non-profits are generally run by the rich, especially by old money inherited rich, and used as nothing more than a way to get money into the pockets of people that they like.

Even if it is a POP account, he seriously only has a copy of the email on his device?
Also, didn't you say he deleted ALL from the iPad? If he did delete all the messages, then there shouldn't be anything left to worry about anyhow.. so delete away and reconnect. Problem hopefully resolved.

No, the email is everywhere, but he would never delete an account to fix something. Not worth discussing.

Yes, ALL email was deleted. Not a single message left on the device.
So there is a bug on iOS, no matter what.

What other memory hogs do you have?
Photos, Music, Application data?Does the device still show having data in mail?
Interesting - Just looked at mine: 1.7GB of Photos / Camera.
