Win10 tp Win7 RDP: Locks out Local Admin User

Let’s not get into the fact that I setup and deployed five Win7 PCs this week. It’s a Legacy application -
Right now, I have a ‘fresh’ WIn7 computer that is setup for RDP as local admin (pcname\user). Now, when trying to connect to the Sam computer via RDP, it states the user account is locked with invalid Username/password.
We use SCCM, and I am able to connect and sign in as the same user, of course it is taking a different path then RDP will. I had been able to sign in via RDP, and can with at least one of the PCs I’ve set up this week.
What is something that I may have over looked in this process of getting connected via RDP

Have you looked in the logs on the remote machine to see if it indicates why an account is locked out?

Didn't they change the ability for local admin accounts to RDP like a year before EOL? My spidey(sp?) sense is tingling on this one but I'm not 100% sure what M$ changed along the way or exactly when.
