Yeah, I know. I do realize this is very likely an issue caused completely by their screen protector - I hated those things back when I used to use them, they made swiping a bitch.
Yes, I've had them make answering ANY phone a problem in the past.

If the screen protector is the problem then they have to remove it. It's as simple as that.
If it BYOD then it's their problem. If it's a company device, why are they having screen protectors in the first place? Rip it off.

No screen protector I have ever used does this. I'm sure some really shitty ones exist, but I have never seen them.
I buy the 3-pack box of the glass screen protectors on Amazon for $5 and never have issues.
I've never used one of the newer glass ones, only the plastic ones like 5+ years ago, maybe more than than.

This is definitely BYOD, we're only in this situation because of Covid-19. otherwise we'd likely never have people working at home on their own devices, just not in the management's mental wheelhouse.

Nope, we'll offer them to simply stay home and not work, and not get paid.
