Curious,.. it lists connecting via Private Tunnel... but all I need is the OpenVPN Client for my device.

That's what OpenVPN does though it allows you to connect via a private tunnel. Not that it is connecting over a private tunnel (ignoring of course that's what https actually is).
You can whitelist stuff in the administration pane.

You are getting this trying to just view the webpage? I just went there and everything is ok for me, we also use Webroot

Same here, no issues for me.

This could be related to GPS locator features. If you attempt to load something that uses a datacenter in a country that is blocked you can run into this.
 - 
I suppose anything is possible. All I need is a VPN client to bypass the internal Windows VPN client for testing.

@nic has posted a few times. I haven't heard from the new webroot person yet.

Are you using unsigned TAP/TUN drivers? Could be a reason
 - 
It's their filtering extension that installed without permission last year. It doesn't offer any options to configure its behavior. For me, the reputation icons never properly showed in Google, so I have disabled it for the time being.
