Windows 10 won't finish updating

I have several machines that were upgraded from 1511 to 1607. Ever since then, updates won't install. I see a list of updates, and a few machine even claim that they are 100% downloaded, but it just sits at either 100% downloaded or 0% downloading.
I've run sfc /scannow several times as well as dism /Online /Cleanup-Image /CheckHealth and they both come back clean.
The system even logs have many 7032, 7031, 7034 errors, all Source Service Control Manager
The Service Control Manager tried to take a corrective action (Restart the service) after the unexpected termination of the IKE and AuthIP IPsec Keying Modules service, but this action failed with the following error:
An instance of the service is already running.The Service Control Manager tried to take a corrective action (Restart the service) after the unexpected termination of the Computer Browser service, but this action failed with the following error:

I'm about to kill the BITS service and a few other things, delete out the updates and try again.

Finally searched the right thing and found a similar post on SpiceWorks.

Seems this is a known problem, still reading the links.

Well, looks like my WSUS server is broken - could have sworn I installed 3159706 and followed the add-on instructions (something that seems ridiculous for a brand new WSUS server to need to do).
making slow progress.

@Dashrender Broken is the natural state of a WSUS server unless regularly poked at.
