I foresee issues from a lot of users in the future.
You don't need to forsee it - it's already happening. And all browsers are talking about adding it, though they have relented - IF the system's DNS supports DNS over HTTPS, the browser will use it, if not, by default the browser will use cloudflare or some other DNS they choose.
Of course admins can change this behavior.

Yes, FireFox will detect if the DNS server Windows is using supports DNS over HTTPS, if it does, the FF will use it, if it doesn't, and the option is left as default (use DoH) it will use CF or one of it's own other options.

I think this is upstream to a DoH provider only, it's not the Pi providing DoH to it's clients, at least that's how I read it.

Most of the major cities up in in Canada have already placed limits or outright bans on events (private or public) with more than X people attending. -

There are process in place that have to be followed before that type of suppression of freedoms could be implemented.
Read most of the U.S. announcements carefully. They shut down government controlled things and strongly urge private to do the same. But they do not, and cannot easily, ban private gathers or suppress freedom of travel.

Many cities have shutdown their own venues such as stadiums, recreation centers, etc. and has strongly suggested that private venues do the same.
I have read several stories out of the US where people's weddings, funerals, etc. have been postponed by the church or hall in order to limit gatherings so I was surprised to hear that @scottalanmiller was attending one. -
