So we had a meeting to discuss moving forward and my boss made this comment :
"Guys, Dont be afraid to get on to the forum and list servers via email and ask questions. Will, You are really good about getting the question out there and asking questions giving information. Keep that up and dont be afraid to use it as we move forward."

Line 4 is what I get when selecting row 4 and applying the conditional formatting.
Line 6 is what I expect to get (note, I had to manually highlight line 6, not what I want to do).

If the Value in Column K is bigger than 0.5 (50%)

Must be something in LibreOffice... I just tested it with Excel 2016 and I can highlight a whole row with no problem

Yeah, I see that bit... but it seems that no matter what I fiddle it to, it just doesn't want to cooperate. But you got me pointed in a good direction, so I can go back to tinkering again.
