Not Windows... as it occurs in both Windows, Fedora/Korora/Linux Mint, USB Bootable device... It's hardware related.
Laptop or Desktop?
If it's a laptop, are the fans moving enough hot air out?
Desktop - and yes. replaced the CPU fan with one 4x the original...
Fan / Cooling was going to be my next questions... so next...!
How about Power Supply? Got a spare you can test with?
No - it's likely the PSU or MOBO - of which I can curently replace neither.

Top of Wales would be northern, ie me near Manchester, South Wales is level with Oxford.

If this was the case i wouldnt call it the dumbest error of all time. It doesnt work like that so it is the dumbest error of all time.
