Facebook gets really confused when you don't set it to English. Even when they clearly know I'm in Spanish and are trying to show me Spanish, even their own content is randomly in English - even on a single page!

They tell me to check my inbox in Spanish...

Do you think that Facebook detects that I'm in Texas so automatically converts my "Spanish" setting to the regional "Spanglish" LOL

I linked it before but you're working too hard. There is a script already created. https://365lab.net/2013/12/30/office-365-powershell-tip-automatically-assign-licenses-based-on-ad-attribute/
It should do everything you need it to. The only thing that may be an issue if if you aren't doing Azure AD Sync for password synchronization.
