Do you have a PRI or do you 4 POTS lines? or both? You say you only allow 4 people on the phone at one time... that seems to imply that you only actually have 4 POTS lines, and maybe don't really have a PRI?
Also, the costs of the 4 POTS lines is probably around $100/month. Assuming your ISP sell SIP service, you could look at having them convert your POTS lines into SIP trunks inside your contract, which could put you in an even better position than you are now - i.e. you might be able to et 6 or 8 SIP trunks for the cost of the 4 POTS lines.

yes, for us we have a call center, if the phone system is down only for short period of time that would be a real disaster
The call centers I used to work in were all SIP before left. You have TONS more options with SIP then you do with PRI.

That might be true if you already have a linux admin on staff.....
This isn't true at all - I'm not a Linux admin, I don't even play one on TV, and I had a fully functional FreePBX setup up and running. you install from an ISO just like you do windows, from there it's almost entirely GUI based setup.
Granted you do need to learn a few command line things, but that's not entirely different than some things on Windows.

Of course, as we're reading this thread, we're discovering that you're most likely not in the USA, you have very few if any options on where to get your ISP/Telco services - those things would have been helpful to know up front as well.

Ah, okay. That explains why I was confused. The OP has PRI because "management said so". @IT-ADMIN has it because he lives in a country with very specific limitations.
Not sure how this all got merged into one but I'm not sure if everyone is clear to whom they have been responding. I know that I'm not sure to whom I responded.
Maybe @IT-ADMIN can open a new thread or something? I'm not even sure what he's looking for.

No at all, if you see this thread from the beginning, you will see that i suggested the use of POTS lines because the OP has PRI and some POTS lines as he said, then @coliver asked me about how much ISP i have in my country then i reply to him,
