Plenty. Won't lag, there is no swapping. It either works or doesn't
For just a simple display, that's plenty.

No "TV", get Samsung signage screen. Has embedded webkit-based browser.
Or if you want a complete office capable machine, skip the ARM nonsense and go for a NUC. The one with the quad-core J3455 CPU is seriously the best bang for the buck - if you don't want to spend much. A small SSD and a memory stick and install what you want. Or get the Windows 10 version that comes with SSD and memory and use Win10 or not.

Depends on the content that he might want to show in the browser... I've got one setup with Rasbian and the experience is sub-par.... but come to think of it it's a Pi2 so a Pi 3 might be up to the task

Not really. It's still sub-par in my opinion. I have an Rpi3 latest version on my desk as well as the Asus Tinkerboard which has twice the CPU power of the Rpi3.

I meant literally larger physically than necessary. Not commenting on the power of the device.

We use the Intel Celeron powered NUC for all of our cloud-PCs that are essentially dumb terminals. They run Windows Pro to allow them to be integrated into a security setup delineated by Group Policy along with user logon rights and such.
We've been in a lot of situations where folks start out with the same specifications but end up using it for more than the intended use. I do suggest at least a Core i3 with 8GB RAM and a 256GB Intel M.2 SSD to keep things moving along at a good pace but priced reasonably.

We use a bunch of Intel Sticks.
Fedora tested well on them, but most run Win10 home due to some slide show requirements.

Scratch Pi it is still laggy with chromium due to low hardware.
However the NUC is bulky and I think overpowered and expensive, you need something in between.
I think there is many stronger Pi3, for tad extra cost, get one of those like Asus TinkerBoard

Make sure it has the 64GB storage setup as the smaller 32GB setups across all platforms are running into problems getting updates.
With the shorty Celeron NUC we keep a set of extra long screws that allows us to use the NUC VESA mount over the monitor arm/post mount. We use a 30cm/6" HDMI cable from the NUC to the monitor. WiFi or a cable works for network. If using a bluetooth (which is built-in now) mouse and keyboard the only cables running up there are power for both the NUC and monitor and the network cable.

Not an issue if you flush Windows and install Fedora Workstation instead.

I'm going to try the Chromestick first. at $80, it's worth a shot. Plan B will be an Intel Stick. Now I need to head to Costco to grab a TV!
