Win10: Parked CPU -x

Well,.. the NTG Desktop took a turn this afternoon. It's now operating on 1TB of spinning rust. The intent is to again try to install Korora. But we will see if I run into the same issue as before.
However, while looking at the Resource Manager, I see that CPU1 and 3 will got to a parked state. This isn't new - but is new to me. The function seems practical when you have a laptop,.. but - this isn't a laptop. I don't need to save power here. I mean really? While I"m not gaming or such,.. don't park my cores..
There is a tool to 'correct this' and honestly I don't know that the parking is really detrimental to the performance here... But curious as to if anyone else has turned off CPU Parking.

I have never had it on, since I usually use my desktop constantly on I don't need that feature.

I have never manually managed this.
