It is a garage/workshop area that is very loud with machinery. They couldn't hear the phone ringing. Now they can.

Depends. Did they just not pay and we forget to send them to collections? Did we forget to bill? They agreed to the cost and have not canceled it. They paid for over a decade. We don't know the situation so no way to answer that.

It wasn't billed by the person before I took over everything, I have no record of them being billed at all. I do remember talking to them at one point years ago about them wanting to migrate their site. But that was like after I first started I think.
