One solution would be to just give them an Exchange Online P1 license: https://products.office.com/en-us/exchange/compare-microsoft-exchange-online-plans. This would limit them to just email. That is the technical side of things. I'm with everyone else here, the requestor needs to provide a business justification and upline approval for this.

It was electrical. They actually manage the day to day function of the lights. IT maintains the software and OS running it, but nothing beyond that.

I haven't dealt with them directly, but I've talked to a few people at my current place of employment where they've been installed on a few buildings. The non scientific conclusion is that they don't actually save much money since they just move everything back to the switch rather than at each light. This was a general impression by those who install and manage them, not the people who pay for them.

umm, is it just me or are the reviews and questions for this product all over the place? I've seen people post wrong reviews before, but this is way beyond anything I've seen before. Soap, phone case, dress, medicine, gauge, purse? All in the reviews. This charger must do it all.
This is hilarious. I've seen them merge products before, but this goes beyond the normal.

Glad it got caught before causing you any damage. You can still claim any time you spent dealing with this, such as time on the phone with credit agencies or your bank.

Cleanup DC1 references.
Spin up new DC3 using IP of DC1.
DC2 already holds the FSMO roles. No need to migrate. I'm having a hard time understanding why it's crazy to want to keep the same IP address. Changing the IP address is more crazy to me. I feel it would be more disruptive to change the IP address. The server DC1 has been a DC for more than 20+ years. Finding the devices and equipment that are using the IP address is more work than keeping the IP address.
It is because of the amount of effort required to do it relative to the opportunities for issues is not a great trade off from a domain health perspective. It is going to be disruptive to your devices to re-ip. However, missing references in AD to the old device can play merry, almost undiagnosable, hell with your environment...potentially.
