This was an issue with 8.1 as well but we don't have much of that.

Setting the GP as shown here to download from windows updates directly does not seem to help:

Yeah this is a huge PIA. I was dealing with this on Windows 8 last week.

We have mainly stuck with Windows 7 and the few 8.1 machines haven't needed .Net 3.5.
So we are yet to experience this.
